I know a year passed, so maybe he already shaved, you could ask him if “but would you stop shaving if it growed back the same, if you don’t want hair there in first place?”
If he says yes, he might be not ready yet. If he says no and that he’s keep shaving anyway, then you can tell him “cool, then just start shaving them, however it grows back you’d be shaving it again anyway when that happens, so it doesn’t matter if they grow back a bit stronger everytime, as you’d keep shaving them anyway, so they won’t be noticeable when that happens :)” just like legs and underarms for girls.

and he’s quite likely gonna keep sprouting more hair all over his face and neck even if he doesn’t shave in first place, at most just a bit less and softer, maybe shorter, like a more vague face fluff haha, because that’s just puberty and what happens to body hair in general to boys and to a smaller extent, girls. So shaving is not gonna stimulate hair that much and make it that much stronger, that’s a myth and misconception, also considering shaved hair loses its tapered end and then all hair is as thick as the root. Over time, shaving contributes less and less to the overall hair growth and it eventually stops having any further effect, so he doesn’t have to worry about having to shave more everytime, that happens for other reasons. For instance, it’s true that lots of women who stopped shaving their underarms (who have all my support) seem to grow a bit more hair there than some men who never did, but not by much, just a little, but lots others still grow less hair however long they have shaved :).
If he still has soft and light vellus hair in some zones, he might simply not run his razor there yet, to not touch them. but only where and when it’s already very visible or enough terminal hairs are growing among the vellus.
I didn’t touch my neck as long as hair there, though increasing, stayed short and fuzzy, sideburns were the first zone I shaved even before the mustache, while it took 4 years before I needed to shave my neck and Adam apple! Never needed to shave over my cheekbones. I sort of get the sense of the recommendation for girls to not shave above the knee since the first time, the mistake has been making it about modesty and not just about not adding unnecessary upkeep before seeing how it evolves ^_^.
